The Association is responsible for managing and maintaining certain common area and shared community features, including:
Street lights within the neighborhood
Entrance and neighborhood signage
Any landscaping or features located in the HOA common areas
Administrative functions such as enforcing the governing documents, managing the budget, and maintaining corporate records
The Association does not maintain:
Public roads
Stormwater systems or culverts
Individual lots or homes
Roads, drainage infrastructure, and similar systems are maintained by the appropriate local government or utility providers.
An estoppel letter (also called an estoppel certificate) is a document typically required during the sale or refinancing of a home. It confirms:
The status of assessments
Whether there are any outstanding balances
Whether there are known violations or compliance issues

No. The Twelve Oaks Plantation Homeowner’s Association does not regulate or enforce general street parking.
The Association’s governing documents only address certain types of vehicles, such as boats, trailers, motor homes, and similar recreational vehicles, and only in limited circumstances. For example, the covenants state that these types of vehicles may not be stored in a way that is visible from the street, with limited short-term allowances for loading, unloading, or cleaning.
The covenants do not restrict normal passenger vehicle parking on the street.
Because the roads in the neighborhood are maintained by Santa Rosa County, any general street parking rules or enforcement fall under county ordinances and the Sheriff’s Office, not the HOA. Vehicles parked illegally under county or state law may be ticketed or addressed by local law enforcement.
If there is ever a conflict between HOA covenants and local or state law, local and state law take precedence.
No. The Twelve Oaks Plantation Homeowner’s Association is a self-managed, volunteer-run association. The Board is made up of homeowners who volunteer their time to:
Maintain common area features such as signage and streetlights
Handle basic administrative tasks
Manage the budget and records
Enforce the Association’s governing documents
To save money, the Board has decided not employ a property management company at this time. Homeowners are responsible for ensuring that their tenants and guests comply with the HOA’s covenants. As a general practice, the HOA communicates directly with property owners (HOA members) regarding HOA business matters such as dues, official notices, and covenant issues.
